lazarus is just like delphi, but differ in compiler....
btw here is the link of compiler:

1) run above archive, choose folder (path without spaces)

2) remove folder (if exists):
"X:\Users\[user]\AppData\Local\lazarus"
or
"X:\Documents and Settings\[user]\Local Settings\App Data\lazarus"
(X - systemdrive)

3) go to lazarus directory and launch script "reconfigureFPC.cmd"

4) launch lazarus, and set "FPC Sources" to X:\path\to\Lazarus\fpc\2.5.1

and here is the link of svn source code:
1) Install TortoiseSVN
http://tortoisesvn.net/downloads.html
2) Right click any folder of your choice in Windows Operating system and select SVN checkout... from the context menu.
3) In URL of repository: Textbox write:-
http://cheat-engine.googlecode.com/svn/trunk/
4) Press OK.
